No - the diffuser should never stall. (The rear wing is mostly always semi-stalled - as I have alluded to earlier)
There was a pile of bullsh!t running around a few years ago that Ferrari or someone were toying with a stalling diffuser.
The people that came to that conclusion obviously were not paying attention to what would cause a diffuser to stall, and why you would not want to play with that particular fire.
Otherwise you end up killing a driver at Eau Rouge or 130R or similar.

considering they all stall to one degree or another.
Their problems are a lot more fundamental than a moving separation point.
I believe they just have a very poor weight distribution and are clamouring to get as much downforce at the rear as possible to counter-act it...and it seems they haven't been able to do so yet.

Actually, now would be the time to add - wouldn't it be the "skate-fin" that has to be removed? The FIA had no problems with the sharkfin for a whole year, after all... That's Nicolas Todt, Jean's son, and manager of Felipe Massa (and Sebastien Bourdais). He hangs out in Ferrari's garage, so he kinda is from Ferrari.
