You are almost there but look at Ferrari. They started with a brand new car. They pay the price earlier in the season but they are still up there, the pace is not bad. I think either way is good if you have good reasons to go in certain direction. Of course starting from scratch is more riskier and for only one season it can't pay out. But if I were in Mercedes' situation I would go for a revolution for this last season (2013) with the current regulations. They have enough resources now to recover and anyway, they can't fall too much further behind.
