Yup.. and also when the car is going through a turn it redirects or aligns the air with the Rear wing.. Simple.. I would say it has less overall drag too..

No, the fin causes drag as it starts moving when the car is going faster thus creating turbulence. The reason teams add it is due to the fact when the car is in a turn more air will be guided to the rearwing thus causing more stability in a turn.
