He just said pace was better compared to before, how that's how I interrupt it. after summer brake he is bit close to Charles then before, I think this is in context of that.
Perhaps you didn't read this sentence :
"'It's difficult to say because the outcome of the weekend was not positive for him but at the end of the day the pace was better from the beginning compared to Charles.''

The PU isn’t frozen so loosing the leading engineer right at the beginning of the new regulations is worse case scenario since someone will have to keep developing it further and troubleshoot issues.

We have no clue when, exactly, these people are actually departing and joining their new team.

Barring an unusual scenario, I would expect PUs to roughly converge in performance after the first season.
