Not really. If there's one golden rule even more important than not crashing into your team mate, it's not to crash a new car during its first test runs. Speed is not of consequence, just system checks. Hell, even crashing a car during any testing, especially when you are the test driver, is hard to defend - but to do it during it's installation runs is just moronic.
What Head is saying here is no secret, it's just painfully obvious. All the teams know it, and it is one of the reasons why Hulkenbuerg, though impressive in lower formulae, is not any any F1 team's shopping lists at present. This and his test times have rarely troubled the race drivers.
He still has good potential - the fact he hasn't been fired yet is testimony to that. But if he commits stupid mistakes like this in testing, it's no wonder Head is apprehensive about giving him a race seat.

You're missing the point. I wasn't saying it was ok for him to crash the car. I'm saying i was surprised to see Head come out in public with all that criticism. Because he's basically degrading one of his assets in public, for everyone to see his driver is worth less than thought before. Because he's demoralizing his driver, effectively attempting against his performance even further. Because he's saying that he'd rather take a swipe at him in public rather than manage him privately, which puts into question his current ability to handle people, and by derivation a team. So it's all lose-lose in my view, unless there's some funkiness going on in Niko's contract where somehow such public remarks could help Williams get out of an obligation to the driver in a cheaper way, who knows...
