Maybe they are bolting on new upgrades which are due for testing today
According to autosport.com the plan was to test new aero today, so it's probable.

From Mclaren

#F1Testing update: a small suspension issue stopped play just before lunch – but the covers are going back on and we'll be out again soon.

According to AMuS Liveticker McLaren confirmed it was indeed a Suspension Problem. But it is almost fixed so it shouldn't delay the Afternoon Program much.

Vettel saying Ferrari could do with more time to be ready for Melbourne:

But the line "In the end, we are pretty happy with where we are" suggests to me they think their pace (or potential pace) is pretty good.

I'm a bit surprised that (up to now) we haven't seen any new (major) parts on the Ferrari. They still run more or lest 2015 spec wings.

Nico Rosberg starts his race simulation significantly faster on the soft tyre than Hamilton did yesterday. However Rosberg didn't do a qualifying simulation, just a couple of practice pit stops.

Outlap - 1:28.8 - 1:28.9 - 1:29.5 - 1:29.8 - 1:30.2 - 1:30.2 - 1:31.0 - Box

It sounds logic to me, the car seems to have potential but they have had some reliabilty issues and being the design quite new they need more time. Perhaps the best Ferrari will not be until the third race.

The word in the paddock is that Ferrari and its customer teams Haas F1 and Sauber are having great difficulty managing the new 2016 spec power unit. The engine is being plagued by enormous vibrations, causing problems to the fuel system, the turbo and other parts. That's the reason why Kimi Raikkonen stopped on track yesterday and Haas F1 is having trouble to rack up any mileage this week.

Good news are that they have doing longer stints during this day, so things seem to be improving! :)
