Could be related to some sort of 'equality' clause in their customer contracts. Force India perhaps feeling that Williams are getting a benefit from being a customer team that will give them an unfair advantage, that they would not have gotten if they weren't an engine customer.

TBH the translation isn't 100% accurate.
It is more like 'FI has doubts he is able to go to Williams immediately because of gardening leave periods'. There is no intention of something like a veto from FI in the AMuS report.

Lowe to begin new Williams F1 role in March 1st !!!

Paddy Lowe will join Williams in the team’s most senior technical position early next month, according to a report on Motorsport.com's sister site Autosport.

Lowe, who departed Mercedes three weeks ago, had long been tipped to make the switch to Williams, following the departure of chief technical officer Pat Symonds last December.

However, the timing of such a move was unclear due to gardening leave commitments at Mercedes and the finalising of his role within the Williams organisation.

However, it is now understood that Lowe, 54, will become a main board director, alongside deputy team principal Claire Williams, group CEO Mike O’Driscoll and Nick Rose, non-executive chairman.

As a director, Lowe’s position within Williams will be more senior than that of Symonds, as he is understood to have bought a stake in the team. In terms of technical hierarchy, he will be the team’s most senior figure.

Lowe is tipped to start work on March 1, providing final details of his departure from Mercedes, relating to his freedom to work for another team, are concluded without delay.

Who is Dirk de Beer?

Ferrari’s new head of aerodynamics is South African Dirk de Beer. When he was growing up his father was an F1 fan and so he went to see races in South Africa, caught the F1 bug and began planning to become an F1 aerodynamicist. He discovered that the best place to study was at the Department of Aeronautics at Imperial College, at the University of London, where Professors John Harvey and Peter Beerman trained a long line of future F1 stars. Many of the final year students and PHD candidates worked as assistants in the facility, including De Beer. At the time, however, the apartheid system in South Africa was coming to an end and so De Beer decided to return to his homeland but quickly found that he wanted to get into racing car design and found a job with Swift Engineering in San Clemente, California, where he worked on the design of IndyCars until the company quit the series in 2000. He was then asked to join Sauber in Switzerland where the team was working a vast wind tunnel that was opened in 2003. De Beer then became principal aerodynamicist with the team until it was taken over by BMW and he decided to move to Renault in 2008, where he worked under Dino Toso until the latter was forced to stand down because of illness. He has been head of aerodynamics at Enstone ever since, working with technical directors Bob Bell and James Allison. De Beer rejoins Allison at Ferrari.

So we are genuinely looking at this for the future:
Paddy Lowe + Dirk de Beer + Pat Fry + most of the existing team and maybe even the addition of James Key in the coming months. Not to mention a boost from Stroll in terms of R&D money. Watch this space.
