They're not adding downforce, they're keeping the flow attached by turning around the bar, even a casual glance at which why the foils go should show that.
i wonder why redbull and mercedes not following it. it best if toro rosso follow what redbull is doing. wont this create some drag resistance? i have not see redbull or mercedes do this and they are the 2 quickest. redbull top speed in testing was very good better than most teams. i like the hass method also , they have used vortex generators on top of the halo , at least it looks to have less drag resistance.
