Toyota and sidepod winglet

After looking at this picture, the winglet on the sidepod looks has changed in that the lip on the radiator is now looking like one downforce device, also it does not look like the turbulent air coming out of the radiator hole is hitting that horizontal winglet, so could it be dealing with the turbelent air from the wheels?

That image is about a year old. They now use partial air foils but similar end plates at the front corners of the side pods.

I agree with se7725 about the picture is 1 year old, Toyota was not using Michelin tyres in pre-season testing in late last year. And that car could last seasons car, maybe used in testing of last season.
