As far as I know, no they don't and yes in a way it is pointless

IIRC Merc mentioned 1000HP last year but also not at sustainable levels for racing...

The article of 15HP boost is total nonsense, this is pure journalist speculation, no manufacturer in a competitive environment will ever reveal their numbers unless required by governing institution. They may say a substantial gain or something like that. And i doubt the numbers are even like 975 or 1000 :D not that simple. So why don't we drop this nonsense and focus on race weekend? Any news on any new parts? or is McLaren now 100% in 2020?

Renault said the new PU delivers similar gains to Spec-B, which was 0.2 sec or roughly 15-20hp.

Updated livery;
Making its debut in Spa, the MCL34 will adopt a new stealth livery. The small restyle has been made for both performance and aesthetic purposes, as we continue to push as hard as we can until the end of the season.

Renault has brought upgraded engine to Spa for the factory team and also for McLaren, probably for Sainz. All will get penalties.

McLaren recovers 9 tenths on the Mercedes

The fourth force on the track, both in terms of performance and in the constructor standings, is McLaren, which has managed to recover a lot compared to last season. Among all the teams analyzed, it's the one that has made the biggest leap forward, recovering 180 thousandths per kilometer from Mercedes, which equals 9 tenths on a 5 km long track.

McLaren has chosen a car with an aerodynamic philosophy similar to that of the Ferrari SF90 that has adapted well on fast circuits but has been able to defend itself very well even in medium downforce tracks like that of France and England. Unlike the Ferrari, the MCL34 adapted very well to the new Pirelli tires and this was certainly one of the reasons for the performance gain compared to the 2018 single-seater.

How can you be so sure about this? If Ranault said 0.2 sec that is 0.2 sec not 15 HP imo

People act like a few tenths isn't much but think about it over a race distance. .3 over a race distance at a place like Spa, which is only 44 laps amounts to around 15 seconds. That's almost a pit stop.

No one is ever sure except the engineers themselves. There are a lot of factors to consider like the chassis, wing level, nature of upgrade and so on; but among observers there’s a general consensus that every 10hp is roughly 0.1 sec.
Also, Renault said their aim was to increase 50 hp over the season, which they’re almost on schedule for succeeding at. So each upgrade should be around 15-20 hp.

Renault talked about 50 kW, which is equivalent to 65-67 hp. I'm not worried about power, but there are concerns about reliability.

Since RBR has won races with Honda PU, that shows us that power alone does not win races, aero is still the most important factor and so is reliability.
