Mercedes has basically been doing this for years now. Why else would Bottas win almost every first practice?! I wouldn't read too much into it, it's just the normal way they tackle a weekend.

Max Verstappen was easily the fastest man today in Mexico as he virtually led the race from start to finish. Taking the lead at the start, he kept on extending his lead. Lewis Hamilton finished second as he fought off home hero Sergio Perez.

I've been swapping back and forth between valtteri and Lewis's onboards, and they both have lazy oversteer like they are carrying a decent amount of fuel.
A bit of a correction. The Honda turbo was the smallest one up to about 2016. It has gotten bigger since as Honda increased efficiency. Btw I don't think the Honda is a high altitude engine (anymore) since they reduced the size of their turbo (and reduced max turbine rpm as far as I remember). Still many variables so we'll see.

Yea, Max is using every bit of the track he can to get the lap time, and I'm pretty sure his fastest lap stints where shorter!
BOT posted his fastest time on the 10th lap of 11 laps run and even Christian Horner said on Sky that Merc has something in their pocket ...

FP1 was the only session they did this. It was for PU calibration purposes.
