Perez has already had a engine penalty hasn’t he? So would be a 5 place drop?

You just have to read between the lines a bit. The Championship leader will have his fifth engine of the season fitted for the Italian GP. However, as one hears, it should only be about the internal combustion engine (ICE). Red Bull should not replace any other components of the power unit.
ICE penalty for Max so weekend might be at least somewhat interesting. With Perez, Sainz, Verstappen, Hamilton all taking grid drops, the likes of Alonso/Ocon/Russell will be fighting for 1st/2nd row

Qualifying will be interesting certainly but I think you could still make good money on a Verstappen win, even with 5+ drop. At worst he’ll start 6th and still win the race.

after looking at the grid penalties, do Ham and Vers need to run in quali ? they're already at the back of the grid

Ver's penalty is only 5 places. If he takes pole with lec,ham,sai,rus and per behind him (hypothetically), he starts 2nd or 3rh behind Lec and/or rus anyway. Rus will be sitting duck, then it's a fight with lec. Lots of assumptions made here, but that's how it would be.

sainz also has a 10-place for a new gearbox I believe, but it's not botg as that rule is only related to engine penalties

does hamilton need to run in quali(any sessions) if he's back of the grid? asking this because of the rules I don't know

If Verstappen finishes at least 3rd in the remaining 7 races, he will break the record fir points in a season, and the record for podiums in a season (which he set last year). If he even wins 4 more races he will break the record for wins in a season. He will also surpass Nigel Mansel and Alonso for all-time wins and will have won all the races before age 25!

All of these things are essentially inevitable. And more his teammate will have only won 1 race all-season long imagine the dominance. Not even Hamilton or Vettel or Schumacher was this dominant. Only a matter of time before people start hating RedBull again like the Vettel days.

in theory, he needs to set a time within 107% to qualify for the race, but I don't think this has ever been enforced.

He still fights the other "back of the grid" cars for starting position, though, so it makes sense to do qualifying until a certain point at least.
