Of course. Unless it's a role that is allowed to be outside of the cost cap. No idea whether driver development is part of the cost cap. I would guess it isn't otherwise all of the teams that have driver development programmes would have dropped them.
Reading the article it looks like his role will possibly be expanded into something bigger over time.

I feel really it's hard to read from running so far. That's for the teams and us in observation, with everyone probably keeping their cards/hand a little covered while getting on with their own information acquisition.
