Bridgestone tyres are a possibility. Also Karting tyres: Dunlop karting tyres do some which would look fine to scale (I worked it out using the ratio of diameter:width from the tech regs and then chose tyres which are almost in proportion - they are off by a couple of mm but should be fine...)

Working in linear dimensions yes, but engines are cubic capacity.

As an example, assume a cube of side 10x10x10 units. This is 1000 cube units.

Now scale that to 40%, the cube is now 4x4x4 units, which is 64 cube units (not 400 cube units, which it would be if volumes were linear as opposed to cubic...).
