More explanation and under Team Penske! what a turnaround from the Mark Donohue days where Penske and Donohue showed Porsche where they were wrong using a simple skid pad (details in the book, Unfair Advantage)
excerpt from article:
The engine regulations for the LMDh vehicle class allow a great deal of freedom in terms of displacement, design and number of cylinders. Maximum revs are 10,000 rpm, with the pass-by noise measurement capped at 110 decibels. The engine must weigh a minimum of 180 kilograms, including the air supply and exhaust system as well as the peripheral cooling components. If used, this weight also incorporates the turbocharger/s including the charge air cooling. In line with the regulations, the maximum output lies between 480 and 520 kW (653 to 707 PS).

The 919 for comparison with the MotoGP engine configuration and some Spa bouncing (porpoising?) for good measure

Vision of Porsche's new 963 LMDh Le Mans car at Goodwood with team Penske
Somehow it seems a bit disappointing using the V8 rather than the V4, just a personal view but is it a throw for the Daytona audience?
The rear wing being more traditional is such a contrast to current F1 design and rules

I am really curious how they will do the BOP between LMH and LMDh teams. I mean, what is the point to invest in development of an LMH, if a bunch of LMDh cars will outperform your team with an standard chassis?

Well that's the risk no? Or just another opportunity to catch loopholes. For example. GTE class got huge problems with that how Ford and Ferrari sandbagged system in last few years. So yeah risk is there, but its part of new game. If that means more cars on grid and even slight chance of privateer winning it? i m willing to take it.

Ferrari will not build standard chassis, that was given. They are no cheapskates also. Also because F1 got cost cap now. I m almost 100% LMPH project is indirectly connected with that in mind. So maybe some experimental solutions could be tested first in LMP series.
-from new dynamics simulations and chassis modelling SW stacks
-experimental CFD algorithms, techniques, ideas
-experimental manufacturing techniques
-[insert] anything they cannot do in F1

Then provides huge transition platform for young Ferrari engineers into top level of race car design.
-its quite MEGA opportunity for new students and apprenticeships in much less competitive environment
-also it could work as step down ladder from F1 pressure cooker to hone some new skillsets or pass those experiences to the others

In short Scuderia will poach best ideas, people and successful techniques as much they can from it.

Its free estate really.

So LMDH and GTP are essentially heavy LMP-1 with sTyLiNG and a spec motor and battery. The Hypercar class being BOP'd against them is unfortunate considering the efforts we see by Peugeot and Ferrari. I can see why GMA and Aston Martin may have declined to enter their cars. Murray complained of the LMP type direction that was chosen for two of these three top classes.
