The circuit itself hasn't flooded because the River Santerno hasn't burst its banks in Imola - the levies created to protect the town are working. Parts of the paddock flooded but most likely because they drain in to the river and the outfalls are probably under water.
Also marshals (remember they are volunteers) can't reach the circuit:

road are closed/interrupted
the same for train lines
there is a decree (i don't know if it is the correct english term) form public authority to say at home

BTW there are already 9 confirmed deaths from the flood in the region
9 deaths now? I'd heard of 3 earlier today.

Cancelling was definitely the correct, the only, decision.
If you are more fortunate than others, build a larger table not a taller fence.

Rare FIA W on this. Glad it was made early, hope the team equipment isnt too affected and is good to be moved to Monaco in time as well.

Serious question time now. Is this a 100 year flood, or what kind of event is this for the area?
It’s a 100 year flood (except it may reccur even sooner for reasons…)
Exactly. "1 in 100" doesn't mean "it only happens once in 100 years", it means "the likelihood is that it will happen 1% of the time". So one could have 3x 1-in-100 year floods in short order, and then nothing for many years.
Right, but for just understanding the magnitude and how rare it is for the area.

Interesting idea, but the circuit is already booked:

How is Mugello fixed? Is it submerged as well?

Mugello is up the hill technically as far as I know. Imola is in the northern plains in Italy and 3 months of rain fell in 2 days, 10 days after a lot of rain that already reduced the ground's ability to absorb water.

Doesn’t look like there’s much going on there this weekend, just some trackday event for bikers by the look of it.

They would not be able to change the venue on such short notice, if that is being suggested seriously

Imola isn't really a flat circuit so water has runoff on the sides at minimum, but usually race tracks have high drainage asphalt as well as not being perfectly flat to begin with (provided they aren't too old) to allow even higher drainage.

.
The paddock is located at the lowest point of the entire circuit.

China due to covid in 2023?

Ignoring covid, Russia 2022 due to the invasion of Ukraine.

Prior to that I don't know.. maybe have to go back to 2011?
