the UK has SVA (single vehicle approval)
with this you can make a car (to your own design or another's design eg a 'kit-car') and use it on the public road
it must comply with UK 'Construction & Use' - basic regulations applicable to all road vehicles but ....
it is exempt from the regulations (eg emissions & crash safety) needed by cars to be sold in quantity

UK national treasure Mr Alan Millyard did his 8000cc V10 and 5000cc V twin motorcycles this way (but he doesn't do cars)

If it is a kitcar as opposed to your unique design the manufacturer can probably tell you the smoothest way to proceed.

Here's the regs

ok it looks as if SVA applies only to motorcycles and IVA (Individual vehicle approval) is what applies the intended car
(a heavy quadricycle category also exists but these are only allowed 15 kW)

3 wheels and unladen weight below 896 lb is/was in the UK a motor-tricycle ie a motorcycle not a car
(pre-1962 UK purchase (sales) tax was 45% for cars but c.20% for motorcycles and such motor tricycles)

3 or 4-wheeled the 'cyclecars' of 100 years ago are in fashion again - many are still active in motor sport
one nice man uses a 1908 5 litre V8 aero engine in his road-going GN

40-plus year old cars are now road-legal without annual inspection ('MOT') or annual license fee ('road tax') ....
some even without modernities like indicators, lights, seat belts, or roll protection ...
'jalopy-style' - but yes here in the UK

Sorry I can't help you there, if you are designing it you'll probably have to work with a homologation engineer (at least that's how it works in Australia). So um, why did you call it a kit car?

These may help:

https://assets.publishing.service.gov.u ... hicles.pdf

https://assets.publishing.service.gov.u ... -guide.pdf

You apply online here:

https://www.gov.uk/apply-vehicle-approval

You will need a completed IVA 1c application form.

This is assuming that you are in the UK?

There are IVA schemes in countries all across Europe.
