In the article it is also mentioned he says; "Monaghan has revealed that while the team will not unleash a radical departure over the current design for its 2024 car" . Not really confusing, just classic example of clickbait. But we can still speculate
It can be both. RB has been working around a lot of carried over parts and very likely by now have quite a wish list of small things they'd like to change to further optimise the current design path and to open up new possibilities. I am thinking a new tub. I suspect the progress will once again be hidden underneath the bodywork and in the underfloor. Mercedes ran conceptually very similar cars from 2014 onwards in the previous ruleset.
I don't see RB taking a step backwards in terms of reliability on the scale of an MP4-18/19. Much of the issues for the Newey Mclarens were PU and hydraulics. All of that will be carryover to the RB20 so there shouldn't be too many surprises.
