A bit underwhelming and giving me a lot of questions.

Have they delayed the bigger upgrade because:

• they found something in Austria?
  they want to include more front wing flexing in the update?
  their developments in Imola did not work as expected and they have to work their way back to better understand the right development direction?
  they want to include a change to kerb riding issue which takes more time?
  from a budget cap / WDC standing perspective it is better to delay?

Maybe now that FIA said that the front flexy wing of the others are OK, they need more time to prepare theirs and this change suddenly bring changes in the rest of the car so this needs a bit more time?

I'd imagine the minor visible tweaks could be a result of a major floor underside overhaul. As far as I've understood, they dont need to report anything on the underside.

Just a thought. Bringing the adjusters outboard must have an impact on the resonant frequency of the entire nose structure, as wel as on the Q factor. This must be a major factor in suspension behaviour.

Main difference looks like it could be the floor top surface directly covering the SIS tube being more angular and prominent compared to Austria

Those look the same to me, just with different carbon fiber weave and shape of individual pieces and how they fit, but the overall form the same.

It's a totally new floor so it's definitely a new form. They announced this part is changed on the document

Designing, validatie and manufacturing a New floor is not a trivial thing. You can bet it is worth it.
