I don't think Leclerc would know if this is true or not, he didn't see the data yet at the time he did those interviews. It may have been faster or slower, all he would really know is the car felt strange to him with the damage (he said this on the radio in the middle of the first stint.)

Given the nature of the Shanghai track, the last place you would want damage is around your front left tyre. If you lose your left end plate your front left will naturally slide a lot more. 20-30 points of downforce is a lot. The wing damage is probably partially to blame for his awful deg on the hard stint. Honestly he may have made weight if the deg was lower.
The wing did admittedly seem to twist and flex a lot under load without the endplate, which likely caused a major reduction in drag down the straights, but I don't think it got anywhere close to outweighing the loss in front left grip.
I think he scores a podium at least without the damage. Possibly even the win, given how close the field was.

I never said Leclerc was going to beat the McLarens. Haas is operating at the budget cap just like every other team (except maybe RB). Haas is doing so well financially now that Gene Haas doesn't even have to put his own money into the team at this point.
McL were indeed managing. As some suggested, it looked like Leclerc was the only one not managing. I think he threw caution to the wind once he had damage, had little to lose, and tyre management was not his concern. That style of drive looks great, but it came back to haunt him when he had nothing to attack Russell, and got overtaken by Max. The win was never on.
Ferrari thought it was a two stop, once they confirmed it was a one stop he stopped pushing too.
