FOTA, in their own Press releases, tell you they got together and came up with the test Ban, it is all right there if you read. The WMSC RUBBERSTAMPED all of FOTA's ideas and put them into the rulebook. Luca was bragging and boasting about it all winter long, as if HE alone was the savior of the small teams.
I dont care about how you "read between the lines" because really all you are doing is making up your own version of the events.
The FIA only discussed the test ban after FOTA presented it to them. Same with the refueling ban.
And yet the "standard engines" which were not standard at all, but only what the manufacturers called them are still coming to F1 in the form of Cosworth. Coswoth's engines are no more "standard" than any other manufacturers engines which comply with the 2006 V-8 rules.
