The way I understood all this is that there will be a new floor in Bahrain for both of them, but this floor isn't expected to be a huge performance upgrade, rather something to help with the car's handling.
I have no idea how accurate this is. This is only what makes the most sense to me given the context and three people saying seemingly three different things...

both autoracer and AMuS are still saying upgrades are coming in bahrain and even Charles was talking about his hopes that the upgrades in Bahrain would help add performance post race interview. It makes no sense to me that only Hamilton's car would have a mechanical issue with the floor... surely he hasn't been running the literal same floor with zero changes all three weekends?

Hamilton often says confusing things after poor races - since he mentioned the floor specifically and Leclerc also mentioned a new floor coming next week, it seems that they're talking about the same thing, just saying it in different ways.
Again, this is only my impression of the three giving what appear to be conflicting statements.
