White => will heat up late and will give off the heat more rapidly

Wrong... Black will both capture and release heat faster thru radiation. To keep something cool you might choose white or black depending on how the heat is generated.
Car/house under the sun, being radiation the main heat source: Black paint will heat up faster and cool faster also when the heat source is removed. The Black cars heats up more.
The belly of the space shuttle is black because it receives heat from friction and dissipates thru radiation.
Air condictioning pipes are silver/white, because it will give less heat thru radiation.
