You've got the symbols mixed up
this is "±" the symbol you referring to which means: "represent an estimated range of error around a given number"

example:
A measurement like 10cm ± 0,2cm means the true value is expected to be anywhere between 9,8cm and 10,2 cm.

According to your reasoning, Ferrari would introduce upgrades which will slow down SF-26 by 0,2s? Because I used the +- sign.

I’m sure it was a preference not to. The car is strong and in a favorite position as it is. Considering their much weaker PU it most probably was not worth it.

I doubt the team that thought-up FTM and halo winglets would miss a seemingly more obvious “legality box” engineering possibility. Monaco is a big race for Leclerc and the team, and they brought a Monaco-specific rear-wing in either 2024 or 2025, if I remember correctly.

When weighing the potential downforce gains from such a design against their power deficit, already high downforce levels, and the FTM, my guess is that any gains would likely be diminishing returns.
