Wasn't it mentioned over the weekend that everyone (Mercedes Engine teams) except Norris had new upgraded battery components, so probably that played the part in his race struggles, if he had to use the new upgrades he had to take the penalties, they probably should have done it this weekend to have a very good one in next race.
