FIA, or whoever makes the engine regulations, is restricting some things in a nonsensical way. Anyway, if it's going to be a MGU-K with transmission, it would be much more effective to use CVT for it, separate from the ICE's power transfer system.

I hope they never do allow CVT transmissions, the steady drone of the engines always running at optimum rpm would be..... annoying.

Not for transferring engine power to the ground. It would be a continuous, constantly adjustable coupling to activate the MGU-K during braking. Trail braking would even be possible.
