I always felt he is overhyped, and that the overall team of the engineers and testing, correlating etc, is a lot more forceful entity than one person. And how these people work together is also super important factor.
I think this is what Vasseur said too, and He is probably right. Yet, on top of such a good system a good leader is golden.
I think it's very much necessary to be brilliant and to have an overall understanding of car design.
Newey is pretty much unique these days. He worked as a race engineer, a car designer, he drove cars, and I think he has an overall understanding of mechanics, chassis and aero. So he can be the top engineer keeping a holistic view to great effect.
This is not unique to him, most if not all top engineers in F1 went through the ladder and worked on many aspects of cars and design. This is a trait of most good engineer.
I personally hold Rory Bryne in a much higher regard than Newey, just look at his achievements, you will be surprised. He always tried to stay out of the limelight, and hidden, which speaks about his personality too.
Or Ross Brawn, etc.
