I don't think many have deep understanding about multiple aspects of a car. I think this is what Vasseur said too, and He is probably right. Yet, on top of such a good system a good leader is golden.
Newey is pretty much unique these days. He worked as a race engineer, a car designer, he drove cars, and I think he has an overall understanding of mechanics, chassis and aero. So he can be the top engineer keeping a holistic view to great effect.
I personally hold Rory Bryne in a much higher regard than Newey, just look at his achievements, you will be surprised. He always tried to stay out of the limelight, and hidden, which speaks about his personality too.
Or Ross Brawn, etc.

XJR-14 which took F1 aero in to sportscars. Although he was part of a team including John Piper who helped design the 6R4 and other successful racing cars. I think Brawn's skill was in management and, perhaps, self-promotion. He certainly rose from simple machinist pretty quickly.
If the energy recharge limits were removed it would solve all of this crap. Keep the deploy limits.. Which is easy for the ECU to meter and remove the recharge limits. The teams use the car's position on the track to help the ECU chose the most opitmal way to recharge becauae it's a limited resource. This is the problem IMO when it comes to the regen mapping. The problems which appear at every team shows, they have problems in determining where is the car on the track.
The relatively simple system can be fooled by the driver taking a corner differently, driving differently basically confuses the system, so the power deployment will be inappropriate to the current location of the car.
However I think they still have a method to reset in every lap, as I see they mostly have such problems for less than a lap.
Still, I do not think that the sport, and especially the viewer needs this kind of complexity. This is simply useless from this point of view.
I would love if F1 would take out all such driver aid electronics. It would even work with the current regulation, drivers could use electrical power and charging by their own, using buttons or pedals...
I do not understand why the FIA does not realise, they only need to have anything if it benefits the viewer and the purity of racing.
