The Ferrari start advantage has been erased with both the 4 week break earlier in the season and the ‘dodgy’ starting sequence the FIA brought in. Ferrari should be fighting to reduce this to 5 seconds or remove completely.
I've wondered this too, and could be wrong but there doesn't appear to be a set procedure. Buddy, I can guess you don´t follow F1 for too long. They always apply penalties in order to spice up the championship. Don´t try to find logic or consistency on it
