It is obviously a V8 powered car with Goodyear tyres.

Ligier-Judd JS31, 1988. The only Ligier with Judd V8 also was unique for it's double distributed fuel tank.

The other V8 engined Ligiers with Goodyear tyres were the JS33 and the JS33B both with Ford engines. They had a different look with a closed engine cover and a proper air box.

The JS31 also had no downforce according to Johansson one of its driver, but lift. That is probably the thing you were looking for.

On a side note the JS33 replacement was a much better car and achieved at least a fifth place the following year. It was designed under the responsibility of a certain Ken Anderson known later as principal of USF1.

This time we are looking for a racer who was also an artist and a competent F1 team manager. He worked for French, British, Italian and Japanese teams but never for a German outfit.

Another clue. He raced as a rally co driver to a very prominent person. He also succeeded that rally driver in one of his jobs.

David Richards?

I wanted to give that answer before hint, but question sounded as if it concerns the person who was F1 driver.

No, it is not Dave Richards. He did not work for French, Italian and Japanese F1 teams. I'm aware of British teams only. Benetton was British and BAR as well.

Benetton Team had a United Kingdom licence from 1986 to 1995 and an Italian licence from 1996 to 2001

Even then Richards did never work for a Japanese or French team. The job succession does not work out either. I'm also not aware he had an artist's career once.

It looks like I have to give another hint. Our man worked in power boat racing and in the World Superbike Championship when he was away from F1. He also aquired a business degree after a leg braking accident finished his rally career in 1971. His native country is south of the English channel. His most recent F1 job was spectacular for the underdog success of the team.
