If SC lights come on dash the cars position is FROZEN. Cars can pit under the SC and they are allowed to overtake for position as long as they DO NOT go over a certain speed.
Lets not forget, the WHOLE idea a safety car is to protect the drivers and track marshalls.
Making it simple would not only be good for F1, but also be good for the viewers as we would not have to spend days on forums arguing who was right and wrong!
How are my rules complicated??? I think they allow the play to continue, but there are real race wreckers in there, real penalties, and some good realistic goals as well. Also why would you allow overtaking behind a saftey car??? Overtaking in the pits from a faster pit crew, fine, but please not out on track.

Also in your scenario would Hamilton have been forced to pit for a new front wing in the last race, even though he could have continued and pitted with the others after the pit stop period? When would someone be forced to pit, how damaged must their car be?
That is minor damage, and therefore negligable, damage id be wanting to be pitted for would be say what happened in the Senna/Glock incedent or what happend with Schumacher at the first corner with Alonso. If its a end plate thats damaged and is slowly loosing or has lost parts and can still produce downforce and is 90% intact its fine, but generally damaged wings or supports would require a pit stop. Hope this clarifies things???
