Hydraulic flywheel ?

All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

I think you may have misunderstood something in its advertising - what you're looking at is a flywheel storage KERS system, that particular one being manufactured by Flybrid systems as riff_raff said. The system uses hydraulic pumps amongst its other systems to provide a vacuum in the flywheel chamber to reduce resistance caused by the air.
