I still think that they should change the rules to have an 8-speed gearbox. The 8th speed should only be allowed on DRS activation. That will solve the problem of 7th gear being way off the limiter in the race (without DRS activation)

I don't know. Let them use it in practise, let them choose a gearing trade off for quali and race. In my opinion DRS in quali is not safe (the use of it is already banned under WET conditions, (Sutil crash, many Massa offs were triggered by misuse of DRS inmo), it helps Red Bull, it complicates the work for the teams (they have to run sims for everything), it can put slowe(er) cars with a good DRS in front of faster cars on the starting grid (Mercedes), the fan cant compare laptimes anymore...
In the race its ok, I dont want to see too easy overtaking, makes it boring...
so for me it worked fine in the race.
Finishing races is important, but racing is more important.

Interesting idea.
If you are more fortunate than others, build a larger table not a taller fence.
Just to clear up a little, I the OP meant unlimited DRS for the overtaking car!! (I assumed this to be understood-the assumption) I also assumed the current storage size as well, simply unlimited usage (little to no dev cost except for reliability).
Yes there could be scenarios where the 'to be overtaken' is also attempting to overtake the car ahead of it (we might could have 3 or even 4 cars doing this in a row-slow first car) but generally there are only pairs of cars fighting it out, so unlimited DRS/KERS for the trailing car ONLY, is the original premise!
Do NOT forget guys, the new engine rule, I-4 Turbo, will be a VERY sizable dev cost!! I think it a VERY VERY silly use of money!! (and the whole premise is to have more real-world tech usage-but I disagree that turbo tech needs this effort!!)
Lastly, the whole point of all this is to mix up the racing and have multiple strategies - tires, KERS no KERS, DRS no DRS, etc, but since the engines are effectively the same, passing is VERY HARD w/o some variables and the current KERS/DRS is NOT NOT NOT enough, refueling use to be another variable-gone!
I for one, loved the Button v Massa battle, and since Button did have the faster car, then at least, he should have eventually been able to out KERS/DRS/Drive Massa with an overtake, at least IMO, but could he NO!!! Due to the rules limits!
