West, zac510, what does DF stand for? Is it front wing? And indeed, as manchild noticed, why there are 0 and NT settings then? If it is to tell pit crew to make wing ajustment I would imagine that 0 is initial setting and NT means that the wing needs to be replaced. But why 'NT'? Or is it INT?
Just zoomed the pic - there are 9 positions for knob and it is on -1 while tail of the knob covers mark for position after +3. So apart from NT,-3,-2,-1,0,+1,+2,+3 you have another postiton after +3 which changes the story especialy since it is not +4 but some letter mark.
A 50/50 aero split would help balance the car into neutral steering, although downforce amounts would be different. In other words, the car will feel neutral, hence the NT. Again, this would be a guess.
Looking closely at the knobs, there is a colored pointer and a darker, black pointer. They could symbolize the gains or reductions of downforce in the front or rear.

Well it's likely to be a setting for the driver to let the pit know what the car's behaviour is. With that the team would have a graph showing which laps the car was not behaving well, and after which they could try to search for a solution in the next race.
For instance, good behaviour with high fuel, oversteer with lighter fuel load or something. They can see that on a graph then rather than hearing it from the driver after the race.
