Guys when the paint affects the performance in some way then first of all by its pure weight. Paint can be very heavy. You can easily put a lot of kilos on a car when you want a good finish. Something you can't afford on a race car so you go for few layers of paint. Just enough to let the car look good on TV.

I read on a Russian site that Ferrari are making the surface like the "shark skin" coating they say is being used in sport yachts.
