It certainly could be part to do with stopping the RB7 running at such an extreme rake angle... If you can't overrun the exhaust, you can't make the theorised mega-large diffuser using the gasses as walls, so your diffuser ends up miles off the ground and operating inefficiently, so you can't run the rake angle, so you can't get the front wing on the ground.
