I'm going to nominate that nut (An excommunicated priest I think) running head on toward cars doing 250 K P/H on hanger straight as it endangered the life of drivers.
But I think xpensive's example is probably more egregious
Lack of transperancy is my biggest crime at present, followed by not listening to the fans enough, then id recon would be stwearding and consistant punishment of drivers.
1] Transparency needs to be delt with by letting everyone know what engine and gearbox is in what car for what session, as well as for one team, putting their chassis numbers on their press releases.
2] Listening to the fans, letting them have their say for the sporting regs and some technichal regs as well, after all the customer always knows best. (I have a list of proposals id like to put to FOTA and the FIA that would make the soprt more open)
3] Stewarding needs to become more standardised with a pool of Ex Driver Stewards, id recon that 8 is about right, and a pool of 12 non driving stewards with one or two "Cheif Stewards" that go to each race. With the cheif steward dishing out the penalties, and 2 ex drivers having a non driver as their side to analise the incedents. So one "Steward team" can investigate one incedent and the other can investigate the other. Also give out consistant penalties as well, and have precedent examples.

On a serious note I agree with ESPImperium that a general lack of transparency and clarity is the biggest problem. They are not the "crimes" themselves but they create the environment in which clever people can accomplish much mischief. The major governance/cheating scandals of the modern F1 era are all rooted in intentionally vauge rules/standards/information.

This. Although I'm fond of Ecclestone as a person.
And in conjunction to that is that F1 is catering to the the asian/eastern countries more than to the traditional European venues. They'll do practically anything to race in Bahrain but they won't do the same for Spa or Silverstone.
