One of the biggest problems with overtaking is tyres
Let me explain. Soft racing tyres they wear very quickly and as they wear the rubber that gets worn off is deposited on the track or forms small rubber balls. These rubber balls, known as marbles, build up on the side of the track, offline, in high wear areas such as the breaking zones and on the outside of corners.
Unfortunately these areas are just the areas you want to be in when overtaking

but there is a lot less grip

So lets give the guys tougher tires, say 3 sets for 3 weekends, that don't marble, leaving a cleaner track off line and encouraging overtaking

It would be cheaper to

Oh you know when they are all driving round at the end of the GP, they are off line picking up the marbles on the tyres to ensure there is enough tread depth on the tyre and weight in the car
