No, that's pretty clear – the FIA have said it's legal to use the DRS flap to drive other aero devices, as long as it's the DRS flap doing the movement, that's pretty clear and simple. Horner very clearly wants it banned. Either red bull know they don't understand exactly what it's doing, or they know it'll be very hard for them to implement.
