I don't think so because Mercedes has comparable race pace as the Red Bulls, Ferrari or even McLaren! The key is how long they could preserve their tyre? Monaco needs lots of stable braking and great traction out of corner....so does Monza and China
and another the car is slippery as hell in a straight line so they had advatage in Monza and China
therefore in Monaco they could run lots of wing and still be on par with others as drag doesnot matter in Monaco like other tracks
