It's all about Bernoulli's principle, really...

I have some papers/studies on isolated wheels and a couple interacting with the front wing. Very limited information on the subject. PM me for the PDFs.

Let me throw in Newton. Navier-Stokes will give you the velocity of the flow that produces the Bernoulli pressure difference, but nothing happens until the tire accelerates some air to produce a Third Law opposite and equal force on the tires. Perhaps results rather than causes might be a bit more informative.
