No, this is what he said
"I will most likely have Alonso in my mirrors sometime in the race tomorrow, since he has a stronger package. But I will not let him pass easily, as I drive the race for my team, and will try to get the best result possible."

well he cannot assume something like that, he might have heard some FIA people saying and discussing about it, thats why he wrote "the FIA might impose"...or else he would have wrote"i think "

It appears he has said different things on different channels. I trust that his comments in the German language - which I personally witnessed - would probably be more complete. Michael is not as comfortable in English spoken interviews as he is in those conducted in his native language. We also do not know which interview was earlier. He could have started to think about the whole thing after he was asked and changed is position slightly.

I suggest that the FIA change the qualifying rules so that the drivers select their starting position in qualifying sequence. Fastest chooses first etc. Few races ago position 2 was actually a better starting position than 1. Here Hamilton would have had the option of selecting spot 3. And Ferrari could have had Massa choose NOT the spot that Alonso wanted.

There is nothing in F1's rules that prevents a team from changing a car's gearbox for sporting reasons.

Speaking on Sunday morning, a Ferrari spokesperson said: "We are just evaluating this option."

What I don't understand is why FIA might impose the parc ferme rule. The parc ferme rule applies to all the cars after qualifying till the race starts. I understand they are allowed to change a part with an exact similar replacement, but would they be allowed to change a whole gearbox(same gear ratios off course) no matter what the problem is? If not then the parc ferme rule will be applied by default and he has to start from the pit lane. Ferrai wouldn't mind that either I guess!! #-o

They're only allowed to replace parts under parc-ferme if they have a valid reason for doing so.
