All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

The electric drives in these power units give a very audible high pitch wine around 12kHz

I've always thought that it was a turbo whine.

It's most noticable in the high gears.

That would be a fairly typical blade-pass frequency for a turbo. Not the turbo rotational frequency itself, but the rotation frequency times the number of blades in either the intake compressor or exhaust turbine. I've always assumed the intake was most audible, but I've never validated this.
