Its not that ITV don't want people to view it, its Bernie. Bernie will want more and more broadcasters to pay him for this "privalage". If you do get onto the ITV feed page it says in a disclaimer at the bottom that due to copyright they cannot make it avaliable to non-UK users.
They don't care about people outside the UK seeing their show, because that would make their show more marketable to the advertisers, hence they could charge more for advertising slots. (or banners on the website etc.)
Trust me, this is Bernie's doing, why have one companay pay (lets say £1,000,000) for the rights when you could have 15 companies each pay you the same amount.
