Did Williams used Petrobras fuel in 2016 since they where they sponsors?
No. McLaren will be using BP/Castrol in 2018, but Petrobras will sponsor them. It will probably be rebadged. Petrobras will be developing their own fuel for 2019.

McLaren don't get that sort of PU access.
No-one outside of Woking and Viry knows that for certain.
Well the fact McLaren were not given access to the Merc PU when they used their motors (see Ron Dennis complaining customers don't get the same benefits) and even the Honda's internal components weren't completely divulged to them, unless Renault are surprisingly open and say "oh hey, here are the plans and intricate running details of our new PU you'll require to test with your new fuel partner", they unlikely have unrestricted access..

yet it's said that Petrobras WILL be in the paddock/garage during the races with a laboratory testing the fuel, oils, etc. which are obviously BP/Castrol's, so it's interesting how that will develop.

What are the "rumored" power outputs of the other 3 manufacturers?

To be expected. They had "900+" at the start of 2017. Whatever gains they made through that season, plus now improvements over the winter, having found a total of 50-60hp from Melbourne 17-Melbourne 18 is a logical progression.
We are getting to the pointy end now. Any engine developments that squeeze more power will start to come from the really really clever ideas each manufacturer may have come up with.

Honda is rumoured to be north of 940hp at season start, which is a jump of 40-50 just over the winter as the end of last season, they were said to of just snuck into the 900s but they also had an apparent development engine planned to be used but it never saw the light of day. But as said this is only rumour. I have not heard much from Merc and Ferrari apart from they are claiming the same power output as the end of last year but with greatly increased durability. So we will have to wait and see!

I don't know. It looks like the old logo has been torn up there.

Though it can't be too much of a departure as there is still the road car division to consider.
Favourite driver: Lando Norris
Favourite team: McLaren

Turned down the chance to meet Vettel at Silverstone in 2007. He was a test driver at the time and I didn't think it was worth queuing!! 🤦🏻‍♂️

renault have better ers sustem and fuel consumption from ferrari ..mercedes have close 1000hp but only for quali mode ..on race mode arround 980..ferrari can have 980 too but not for big time ...because need more fuel for the same power from mercedes-renault ...honda last year it was less than 900hp...40-50hp less from renault and 80-90 from mercedes..more or less all they start with this numbers...maybe renault have 10-15hp more and ferrari better ers and fuel managment ...fuel development maybe bring little more on 1st race....if renault can touch 970hp red bull and mclaren can be title contender

It will only be stickers in 2018, next year they'll have real-time laboratory testing in the McLaren garage with their own fuel.

Yeah, because Mobil 1 had big problems developing fuel for the Renault.
