I cant remember the exact figures but it comes down to rewarding teams that could manage the budget cap.
Rewarding the team technically, example being able to run under the minimum weight
So its like a boost in performance. If you can run a team @ 150 million a year your minimum weight can be 40 - 50kg lighter than top team.

Except that if you run on a low budged you won't be able to reach that weight.

I think you are right, it's something Mr. Brawn must look at for the new rules. What else do you think the FIA can use to boost a team? Weight is just one point of many whereby FIA can open up the rules a bit for a team that operates inside budget cap.

If everyone is operating at the budget. It's the same for everyone....

Even top teams with high budgets have problems reaching the minimum weight sometimes. Reducing the minimum weight as a reward for lower budgets would probably not work because the lower budged would make it even more difficult to reach the current minimum weight, let alone 40Kg below that.

It's simply not the same for everyone. There are a multitude of ways the teams can spend and save money efficiently or poorly.

If the planned changes go through, the money will be much equally distributed.

these days the UK free-to-air TV coverage of F1 is from Channel 4

in their incessant verbiage, every 10 seconds or so they use the term 'Grand Prix' where the term 'race' would be appropriate
yes it sounds strange and stupid

is this subliminal campaigning ........

for some commercial entity breaking away from the Formula 1 commercial entity ?

against the term 'race' as its stance is somehow seen as parallel to the stance we see as 'racism' ?
