Sure, but isn't that limiting operating modes of hardware that passes legal inspection? Are you specifically suggesting that you don't allow the engineers to optimize the machines that they spend hundreds of millions to build?
That depends on the benefits. If it's simply to aid drivability then yes, it should be limited in my opinion.

Keeping the current PU for 2021 is looking like a distinct possibility!

Every manufacturer wants to keep the MGU-H and are prepared to share tech to entice new manufacturers...

The new manufacturer is porsche, who are quite keen to see the MGUH out as they have already developed a fancy ALS.
Or so the rumours say.

With the MGU-H out, will they keep running these insane high boost levels and lean mixtures? Lowering boost would lower lag.

They talk about an anti-lag development race that they don't particularly want, in the press conference, which is another reason they want to keep the H

The 2.4 liter V6 arriving in 2021 will have 900 hp and could make as much as 1000 by 2026.
IndyCar has charted a new “Fast and Loud” plan for its future engine regulations that will run from 2021 through 2026. An increase in horsepower is the central part of the rules drafted by IndyCar competition president Jay Frye and his technical team.

Wish F1 can / will come up with a good "Fast and Loud" plan for 2021 as well [-o< [-o<
