Cos they did not know where the problem was. No point replacing a faulty engine with one exactly the same.

Maybe it was some "random" MGU-H failure, and the other new spec ICE can be on the pool for future races...

Great news, it just makes sense. Now hopefully they'll put Gasly on the Hypersoft tires to start with so that he'll get past both Williams and Saubers as soon as possible. The Toro Rosso is supposed to be good on that tire anyway.
