Hamilton was running more downforce and was always fastest through S2 and hence it was possible for him to go flat. But difficult to imagine Ferrari did that too as they had a different compromise that made them slower in S2.

Vettel drops to 290 on the apex, which is just 1 kmh less than hamilton. This could potentially mean he's flat, since he's got a bit less entry speed than hamilton (306 vs 309 kmh)

However, if you look at his onboard in the f1tv you can quite clearly hear a lift. Stream is a classic f1tv mess, but for this purpose it's good enough.
From what i've seen troughout the weeked so far hamilton (and even bottas sometimes) were clearly better in the middle sector, while ferrari was clearly better in S1 and S3.
It was also obvious from watching all the onboard that hamilton was always the fastest trough pouhon in particular, followed by vettel and raikkonen. Bottas was slower even than the ferraris.
One other thing, this year red bull was slower than last year trough that corner for obvious reasons. Last year verstappen managed ~288 on the apex, this year only around 280.
