The gap is tiny .3 at best and this shifts from track to track. Sometimes going in RB's favor sometimes Mercedes, and less frequently, Ferrari. With another engine and chassis update the gap would be nullified until next season.

Seems like Spec 4 is to launch in Spa and Monza - https://members.f1-life.net/report/86145/

So, Toro Rosso to take them and new fuel in Spa with Red Bull to follow at Monza. I think Albon should also take it in Spa, and if Max isn't competitive in FP he should also take it.

With the (lack of) availability of new talent with enough super license points, they might not have much choice...
Maybe Naoki Yamamoto will take the seat at 2020, if he does a good job at Suzuka on the FP. Honda wants a Japanese driver, and the best positioned for it and with the points for the SL is Naoki. Yes, he is a bit old, but may be a good step for bringing more japanese talent there. And on the other hand, Honda would be very happy
In 2017 Naoki and Pierre were in the same team Mugen in the Super Formula.
Pierre at the end of the season in 2th place with 33 points and Naoki in 9th place with 10.5 points.
Last race weekend was canceled (Tyfoon).
Didn't Vandoorne win Super Formula in 2016?

No, it was a 4th place with 27 points.
Yuji Kunimoto won with 33 points and
Naoki Yamamoto was 8th with 15.5 points.

Given all stategic options available, I hope Red Bull Honda go for the aggressive one starting with the introduction of spec 4 right at Spa and introduce a spec "4.1" later in the season.

Red Bull is all about upsetting the balance. Honda is still on a quest to become the best. They have the driver to be aggressive. Let's just go for it and do it.

Give Spec 4 to Albon. He needs at least 1 GP to adapt to the RB15, so it's perfect to give it to him. Gather info for fine tunnig for Max at Monza. And see what Albon is able to do starting P20. Good combination

I agree I want both the TR and Redbull to use the new engine and I heard Renault will use their new engine which means penalties for them too . So bo big deal they will start ahead of Renault and TR. So it's no as bad as it looks

They believe they can actually win the Spa, therefore don't want to compromise their chances with that one.
Quite possible though, since they had great pace at Silverstone.

If Max starts using a new engine in Spa, the engine has already driven too many kilometers in Japan
and Honda wants to win there.

It's not as simple as that..when you use 5 engines per year and your main competitors use 3 then you're still far behind

Far behind? The discussion is not about this at all. It's about when to use the spec 4.

Tanabe only to discuss spec4 introduction time with RB/TR in the begining of this week.
So, if it's Spa, after summer break they almost have no time to prepare and fine-tune the car for new spec.
Anyway, no reason to delay, if 3rd best car is their secured position for the rest of the season.

Might be a good idea to take 2x spec 4 units for each driver on the RB team if possible, Use 1 unit on Friday and the 2nd unit on Saturday and race , Then spec 1&2 would be removed from the pool leaving them with spec 3 and 2x spec 4.

That way the 2nd spec 4 unit would be perfectly mapped and fresh for Japan. Only issue would be if spec 4 has problems
